Thanks for the pictures.
You raise a number of important points about what should be done. I agree with you that people parking on the pavement causes a nuisance and can often be dangerous. However, it is not illegal to park on the pavement except where an obstruction is caused.
There are many areas of Cardiff where parking regulations are not enforced, where the police are becoming frustrated at the lack of resources allocated to these problems.
Personally we need more traffic wardens towards the north of the city, this is a major problem at the moment. We also need people booked for parking offences to demonstrate what happens when traffic regulations are broken.
