Thanks for the pictures.
You raise a number of important points about what should be done. I agree with you that people parking on the pavement causes a nuisance and can often be dangerous. However, it is not illegal to park on the pavement except where an obstruction is caused.
There are many areas of Cardiff where parking regulations are not enforced, where the police are becoming frustrated at the lack of resources allocated to these problems.
Personally we need more traffic wardens towards the north of the city, this is a major problem at the moment. We also need people booked for parking offences to demonstrate what happens when traffic regulations are broken.

The Law

The Law:
(a) The Council has the power "to require the removal of anything deposited on a highway so as to constitute a nuisance" (Highways Act, 1980, Section 149).
(b) The Council has the power "to require that free passage along the highway is not wilfully obstructed in any way (Highways Act, 1980, Section 137).
(c) The Council has a duty "to assert and protect the rights of the public to the use and enjoyment of the highway (Highways Act, 1980, Section 130).
(d) The Council has the power "to require that vehicles are not driven on footways and verges" (Highways Act, 1835, Section 72; Road Traffic Act, 1988, Section 191).

Rhiwbina dangerous pavement
Pavement from hell!

Look at the mess this pavement is in!
Not only is it scruffy but it is dangerous as well!
Notice the car parked on the pavement - this happens all the time and there are also lorries parking on the pavement regularly and the result is the damage that you can see here. Who pays for that?

This is often much worse than this! This crossing is not fit for purpose!For pedestrians and elderly and disabled mobility scooters crossing roads are too often hazardous or impossible. Pavements need urgent improvements and disabled friendly crossings. How thoughtless and
unhelpful is this council? If the cars had to drive though several inches of water every time it rained there would be an outcry!
Cluttered Rhiwbina

Time to tidy up the street in Rhiwbina! Is't it a mess! The council could make a compulsory purchase of a few feet of land and improve the street a great deal. The lamp post would have to be removed as well. This is a danger spot for folk trying to negotiate a narrow stretch of pavement!

Another illegal parker! In the way of the bus!
Whitchurch village - Cardiff today 10th Nov 2006. where are the voices of the whitchurch councillors? MP for Cardiff North Julie Morgan? AM Sue Essex? They have eyes - this has being going on for years -why has nothing been done about it?
Habe they any idea how annoyed and upset bus users are about this and the incovienence it causes?
Obstructing a dropped kerb!
Double yellow lines

Whitchurch village in Cardiff today! There is never a time when there isn't a car parked on double yellow lines here. The bus can not pull in at the bus stop to let people on.
How selfish can people be! Too lazy to use the car park. It doen't matter to these people that disabled people are being stopped or having great difficulty getting on the bus!
